Industry Specific ComplianceThe Punjab State Power Corporation Ltd. (PSPCL) on March 06, 2026, issued the notification regarding the Model Application and Agreement form to be signed by Co-generation Plants (which does not fulfill the criteria for CPP/CGP as laid in Rule-3 of Electricity Rules-2005) requiring Startup Power.

The following has been stated namely: -

• Punjab State Electricity Regulatory Commission (PSERC) has approved the Model Application & Agreement form for availing Startup Power by Co-generation plants that do not qualify as CPP under Rule-3 of the Electricity Rules, 2005.

• The Startup Power is meant for pre-commissioning activities or during planned/forced outages, and the approved model agreement is circulated for information and necessary action.

• Field offices are directed to strictly follow the procedure and ensure meticulous compliance while executing the agreement.
